Dear Old Dominion Highway Contractors Association Members:

I would like to take a moment to thank everyone who came out to the Martha Washington Inn in Abingdon, Virginia on October 24th for the Association’s Annual Fall Meeting.  Despite some rainy weather we had a very successful meeting!

Board Meeting Recap: The day kicked off with registration and group lunch at noon followed by the meeting of the Board of Directors at 1pm.  The Board of Directors approved a 20% member dues increase for 2009.  Phil Abraham provided the group with a legislative update and discussed the anticipated $250 million general fund revenue shortfall reported by the Commonwealth Transportation Board.  Abraham also reviewed VDOT Commissioner David Ekern’s blueprint to reduce VDOT’s budget and the ripple effect it may have on the industry in coming years.

Ed Dalrymple presented the Nominating Committee report and slate of officers: David Branscome as President, Wilson Whitehurst as Vice-President and Rocky Hedrick as Secretary/Treasurer; there were 2 vacancies reported on the Board.

The Board also discussed possible locations for the 2009 meeting, including a return to the Inn/Spa in Warrenton where the 2006 Annual Meeting was held.

General Membership Meeting Recap:
The General Membership Meeting came to order at 3:40pm with a welcome from outgoing President Jerry Short.  The first order of business was for the Nominating Committee to present the slate of 2009 officers before the board for election:

  • David Branscome of Branscome Paving-President
  • Wilson Whitehurst of Whitehurst Paving Co.-Vice-President
  • Rocky Hedrick of Fort Chiswell Construction Co.-Secretary/Treasurer

The slate of officers was approved unanimously and the following members will continue to serve on the board:

  • Tom Sproule— Adams Construction Co.
  • William Blair— The Blair Brothers, inc.
  • Robert Jones— Boring Contractors, Inc.
  • Burton Short III— B.P. Short & Son Paving Co., Inc.
  • Donald Branscome— DLB Inc.
  • Don Cantore— Fielder’s Choice Enterprises, Inc.
  • Dwight Kerns— Makco, Inc.
  • Wiley Roark— Maymead, Inc.
  • Ronald White— Superior Paving Corp.
  • Bill Medcalf— Vecellio & Grogan


Jerry Short of W-L Construction will serve as Immediate Past-President and Hardy Josephson of Luck Stone Corp. will represent the Associate members on the board.

Blair Williamson of S.L. Williamson Co., Inc. and Mike Cuilik of B.P. Short & Son Paving Co., Inc. were voted in by the membership to serve on the Board of Directors.

Legislative Panel:
After the Membership Meeting, Virginia Senators William Wampler and Phillip Puckett along with Delegate David Albo sat down with members to answer questions relating to the 2009 General Assembly session and transportation funding presented by moderator Phil Abraham.  Following the panel discussion, Abraham invited questions from the floor.

After the Meeting:
After the Board Meeting, attendees enjoyed a Reception in the East Parlor of the Inn, dinner and mingling later in the President’s Club lounge.  Some members stayed later on Saturday and enjoyed a round of golf at Glenrochie Country Club.

The Board of Directors will meet one final time this year on December 11, 2008 from 1:30pm-4pm at the Sheraton West in Richmond.
